Two resonance chambers have been partially filled with liquid, and are joined together by a long steel spiral. The Galaxy is held in one hand, and you play it with a beater that you hold in your other hand - much like you would a triangle. By varying the position that you are holding the Galaxy in, the liquid will move around in the resonance chambers, affecting the sound in various ways and resulting in a highly unique effect.
