In the 1980s, you had roughly three types of synthesisers; FM, analogue and sample-playback. Many well-known synths from this era can be categorised into those groups. The PPG is somewhat of an outlier, but that explains why it became a popular (and not very mainstream) synth. The PPG plays bits of wave, and in fact this puts it in the sample-playback group. But actually, it is a device that plays short cyclic waveforms. Rather lo-fi even. But in combination with the filter, you could still build very special and warm sounds with it.
